In short, Psybucks are a reward for being extremely nice to someone or helping them out to winning a competition in the Activities and Competitions thread.
Here is how you can get them:
Being nice (Same category as above.) Winning a competition in the Activities and Competitions thread I posted above (i.e. Music game or Other types) Doing artwork (People may donate psybucks to you if you give them art work.) Donations Joining a Team Starting Psypoke Completing Psyquest It's really just like being paid. Plus, you can spend Psybucks too. Just read Jodi's link and that'll give you everything you need. But just don't get too greedy!
