I think what (s)he is trying to say is that (s)he wants to put the Emerald/Crystal Pokemon animations on his/her desktop.

Since it says on the Psydex that "all Emerald animations were screenshotted by Psypoke", my guess is that you can't use them for your own ...things without permission, but there's no disclaimer on the Crystal ones, however I don't run the site, therefore I don't know the policy on that.
