Basic Idea: Construct a usable team with pokemon that are not fully evolved.

Staples and Standards:

- Trapinch: It has a Base 100 Atk and a very decent movepool. Earthquake, Rock Slide, HP: Bug and Quick Attack is the basic set. This guy can deal impressive damage AND has Arena Trap. Parasupport makes this better than Duggy.

- Cubone: Thick Club doubles Attack. It is a tough little cookie and can take a good bit of physical attacks for a pre-evo.

- Pikachu: Light Orb makes this thing dangerously strong. It is pretty speedy as well.

- Chansey: It is Blissey with less HP.

- Clamperl: The special version of Trapinch, minus the trapping. DeepSeaTooth makes this thing have violent special attack power. Surf and Ice Beam alone can heavily damage those that resist.

- Vigoroth: Vital Spirit can absorb sleep and It can Rev, Flail, or both. Bulk Up is nice too.

- Kadabra: This evo-line was made for usefulness. Kazam for standard, Abra for Level Balance, this for pre-evo teams.

- Shelgon: Decent Def. Dragon Dance + Double-Edge + Rock Head. What more needs to be said?

Others to Consider:

- Machoke: Guts + CB + Sleep Talk make this like the Heracross of standard play.

- Onyx: Beefy Defense. Earthquake weakness makes it sort of meh, though.

- Haunter: It is just as good as Gengar however you can't abuse the punches.

- Magby: If played right, this thing can deal exceptional damage with Fire Blast and Cross Chop.

- Elekid: Can make for Parasupport and Thunderbolt + Ice Punch mixed with Cross Chop.

- Nuzleaf: CB Nuzleaf makes an awesome Celebi Counter...much like Shiftry.

- Pupitar: It can boast nice Def and Dragon Dance. Shed Skin allows for status absorbing.

- Skiploom: Fast, Sleep Potential, Leech Seed, Encore. It can be just as annoying as Jumpluff.

- Duskull: CURSE SNORLAX COUNTER ALERT. Imprison, Curse, Rest, Shadow Ball. It can't be harmed by it. Pass a Mean Look to it and BLAM. No more Curselax.

My Thoughts:

If you want to be successful here, you are going to need to have a LOT of skill and prediction. You'll also need to remember that most of these pokemon won't be able to take more than 2 or 3 hits.

And don't forget to add that these are most effective in Level Balance/NU play.

They can actually rock the OU Meta with a bit of practice.
