Nope, not salamence or blissey, here's a hint, the part that says my foes will cower doesn't refer to a move or ability, I just wanted something that would rhyme.

Heals (he's a drainer...), strikes fear in enemies... Only other one I can think of is Alakazam, healing with recover (which no one uses...) |
