Ah, there was a thread a long time ago in a forum called Fan area or something like that which was art/fic mixed, it was there, me and Myuustu (who remembers that guy? I do!) made games there.
But im not sure, id say Fan Art or Fan fic... >_<

If you'd like to make up a game, I suggest Activities and Competitions forum. Just read the rules, and make sure your game complies with all of them.
If you're talking about discussing a fake game, it probably doesn't belong anywhere (Fan Fiction would be the best forum in my opinion to put it in, though.) I also don't see how that would bring up any good discussion.

You might want to be more specific. If it is a game that is intended as an activity for other members to participate in, it should be posted in Activities and Competition. If it is a made-up Pokemon game, and you want to describe it, post in General Pokemon Discussion. If you have information about the game on a website, post in Testing and Advertising, and remember to add a url address.
If what you're posting doesn't fit any of the descriptions above, Activities and Competition should be fine.

Or if you want to show off ideas and graphics, go Fan Art. I'd say Fan Art would be your best bet, personally, but sN0wY's right, General Pokemon Discussion could also work.
