You mean a program?

Animation Shop, I guess. If you have photoshop, it should come with Adobe Imageready, and I can show you how to animate with that.

If you can, use photoshop, I'm not sure about Animation Shop. But with Photoshop you can play around with the dithers, colours and quality control.

If you don't have the money for Photoshop and you don't want to get it illegaly, there are freeware image editing programs that can be used for animation as well.

ugh yeah i used photoshop its the easiest to me i do believe but it does take awhile there was a good program i found that was free that worked well but it wasnt that good.... but i can teach u how to use photoshop just u need photoshop and a key...
