The link from URL button doesn't work. You have to save the image onto your computer then upload it from there.

It is animated unless you edit it with paint, you just can't see it animated in a folder.

Just save it to your machine by right clicking it and selecting "Save Image As," naming it, and then selecting "Save." Then, go back to your profile and upload the pic.
