In my opinion:
1-Garbodor(do I need to explain?)
2-Jynx(her face makes me wanna punch her)
3-Probopass(its mustache, and lol it can be female)
4-HEATRAN(it's absurd it's a legendary...)

I agree with you on the first three but I don't think Heatran is all that bad.

Some that I can think of are

Masquerain (maybe not all ugly but I think like "What happened to this guy O_o"
Chimchar (Not really ugly but I question how that body can hold up that big head of his, I think the head is exeptionally large in mass)
Yanmega and Gliscor look like demons took over their bodies when you compare them to their pre-evos.
